Citizen Bank Case

The merger of U. S. Citizen Bank and Louisiana Purchase Bank (LPB) in 1998 resulted in a formation of a financial powerhouse possessing core competencies in commercial lending and innovation. Upon recognizing the much needed annuity-driven market potential existing within the U. S. college population, the LPB pioneered the student credit card program in 1989. Indeed, the student credit card program proved to be more profitable with net income margin around 6 percent compared to that of 4 percent for non-student product offerings. In fact, LPB was collecting revenue on 60 percent of its accounts. The sheer magnitude of credit usage among college students caught public’s attention. Well respected college professors claimed direct correlation between credit institutions’ success and college students’ irresponsible financial behavior leading to debt and higher drop-out rates. Due to this increased public awareness, The U. S.  General Accounting Office (GAO) initiated an investigative report to further analyze the magnitude of student credit card usage and its consequences on students’ academic, financial, and personal well-being. The GAO asked LPB’s head of Student Card Services division, Michelle Jeffries, to participate in a survey soliciting data pertinent to their college student accounts as well as information regarding LPB’s marketing approach to this demographic. Data submitted would be compared to that of other (unnamed) financial institutions and published (in aggregate) without identifying individual responders. In addition, Michelle Jeffries was notified that a popular investigative television series, ’60 Minutes’ will be featuring a story on student credit cards and plans to portray credit card issuers in a negative light similar to that of tobacco companies. I believe Michelle is in the best position to be the key decision maker due to the fact that she has the most insight into divisional operations, objectives, and values. She is the leader of the student credit card services division and should be the one to decide and communicate next steps – after having gathered input from other constituents – including the President, Risk Manager and other employees. Michelle needs to consider the interests of U. S. Citizen Bank, its employees and shareholders, all calling for a profitable and prospering organization. In addition, she needs to consider the rights of general public and media to know what U. S.  Citizen Bank’s ultimate objectives are, including its corporate values and goals. Does U. S. Citizen Bank need to have a moral obligation to look after the best interests of customers it serves? If so, what is in college students’ best interest when it comes to credit cards? Is it ethical to extend credit to students? Finally, Michelle needs to think about her own virtues and character in addition to those of the organization. What virtues does the company value the most? Do those align with her personal virtues? The most important ethical issue at hand is the implied allegation that success of U. S Citizen Bank’s Student Card Services division was at the expense of college students’ financial well-being. That begs the question of moral obligation and the ethics of extending credit to college students. Another important ethical issue is U. S. Citizen Bank’s response to the public in regards to the GAO survey as well as 60 Minutes. The bank is being asked to disclose confidential customer information as well as their business and marketing plans. Lastly, Michelle needs to marry her own personal values to those of the organization which she leads. She has a solid track record of being honest, fair and ethical and she needs to lead the organization keeping those core values in mind. Lastly, she needs to assure those shared values are actually being practiced. Michelle is presented with the following possible options. She could disregard GAO’s request for information on grounds of protecting customer privacy as well as corporate business and marketing plans in terms of promotional and marketing strategies. She could also choose not to publicly address 60 Minutes to avoid the possibility of self-imposed negative attention on U. S. Citizen Bank in relation to the series. Another viable option would be to submit the requested information to the GAO as well as publicly address the 60 Minutes series while firmly defending company’s current strategy without identifying any holes or areas for improvement. The third option would be to respond to the GAO’s request as well as release a public statement in response to the 60 Minutes series clearly identifying U.  S. Citizen Bank’s corporate values, objectives and responsibilities to all of its stakeholders. In both responses, Michelle could acknowledge things the corporation believes they’ve done right as well as things they could and plan to improve on in response to helping college students become more financially responsible when it comes to credit card debt. Michelle should respond to the GAO survey by submitting requested account data and marketing information while emphasizing company’s strong commitment to customer privacy and onfidentiality of information submitted. She should address the 60 Minutes series by clearly identifying and defending her organization’s values and commitment to its customers. She should highlight company’s accomplishments and strides in the area of student credit card education programs. Furthermore, she should identify areas of improvement with well-defined action plans that will elevate the organization to the next level vs. merely pointing out weaknesses to the competitors. The overall theme should re-iterate company’s commitment to all of its stakeholders, acknowledging what they’ve done to support that commitment followed by an action plan to further evolve and improve their student credit card education programs. They should raise the bar for all credit card issuers on educating college students on responsible use of credit cards. More importantly, they should publicly acknowledge their ethical responsibility to provide customers with information necessary to make sound financial decisions. Michelle also needs to ensure external communication aligns with the internal translation in order to successfully execute publicly announced action plan. Internal stakeholders need to be assured that external message is honest and action-driven and not just a media ‘spin’ to protect company’s interests. An internal communication to employees and shareholders should clearly translate the external message into sustainable long-term profitability and well-being of the company. Considering the interests of all parties involved, the suggested approach is clearly the right one. By publicly acknowledging and recognizing an increased concern surrounding college students’ credit card debt, they will gain public’s sympathy and respect. By choosing to do something about it via a well defined action plan, they will gain public’s trust. By gaining public’s trust, they will gain a more loyal and increased customer base which will contribute to company’s long-term profitability. In addition, this approach will clearly communicate company’s values and traits of responsible corporate citizenship which will set an example for other companies in their industry, including their competitors. One might argue the organization should really re-evaluate the business they are in as it may not be morally responsible to extend credit cards to students. I would argue that the morality question certainly does come into play and should definitely be considered when deciding on tactics used to promote and market credit cards to students. However, the actual extension of credit to students, by its nature, is not unethical. In fact, when utilized properly, it serves students’ interests by allowing them to build credit history while teaching financial responsibility and spending within means. In conclusion, while credit lending geared towards college students is not considered unethical business to be in, marketing techniques utilized to promote such products and service may certainly cross ethical boundaries.

According T. W. Schultz, there are five ways of developing human capital. i) Provision of health facilities which affect the life expectancy, strength, vigor and vitality of the people. (ii) Provision of on the job training which enhances the skill of labor force. (iii) Arranging education at the primary, secondary and higher levels. (iv) Study and extension programmer for the adults. (v) Provision of adequate migration facilities to families to adjust to changing job opportunities . 4. Importance of human capital: Human capital is the fundamental source of economic growth. It is a source of both increased productivity and technological advance.In fact the major difference between the developed and developing countries is the rate of progress in human capital. The under developed countries need human capital to staff new and expanding government services to introduce new system of land use and new methods of agriculture, to develop new means of communication to carry forward industrialization and to build the education system. Prof. Galbraith is right in saying that †we now get larger part of economic growth from investment in men and improvements brought about by improved men. ‘ 5. Problems of human capital formation in LDC's: The main problems of human capital formation in less developed countries (LDC's) including Pakistan in brief are as under. (i) Faster increase in population: The population of almost all developing countries of world includi ng Pakistan is increasing faster than rate of accumulation of human capital. As a result thereof, these countries are not making the satisfactory use sector expenditure on education is about 2. 5% of GDP for the last over five years. ii) Defective pattern of investment in education: In the developing countries of the world, the governments are giving priority to primary education for increasing literacy rate.Secondary education which provides critical skills needed for economic developed remains neglected. Another problem related to investment in education is that in the public and private sectors there is a mushroom growth of universities without trying to improve their standard of education. There are also mass failures at primary, secondary & higher levels of education resulting in wastage of the scarce resources of the countries. iii) More stress on the provision of building and equipments: Another major problem of investment in human capital in developing countries of the world is the politicians and administrator lay more stress on the construction of buildings and provision of equipments than on the provision of qualified staff. It has been observed that foreign qualified teachers and doctors are appointed in rural areas where there is little usefulness of them. (iv) Shortage of health and nutrition facilities: In the less developed countries of the world there is shortage of trained nurses qualified doctors medical equipment, medicines etc.The less availability of health facilities pose threat to the millions of the people living there. The people are faced with unsatisfactory sanitary conditions, polluted water, high fertility and death rates urban slums, illiteracy etc. All these deficiencies affect the health of the people reduce their life expectancy. (v) No facilities of on the job training: On the job training or in service training is very essential for improving or acquiring of new skills to the persons employed in various importance is given o n the job training for the employees.The result is that the efficiency and knowledge of the workers remains technicians etc. is therefore of utmost importance for the efficient use of human resources. (vi) Study programme for adults: Study programme for adults can also be introduced for improving literacy rate. Programme for adults was introduced in many under developed countries of the world including Pakistan for providing basic education. increasing skills farmers and small industrialists. The scheme has miserably failed as no interest was shown by the adults in getting such training. (vii) Half earted measures for promotion of employment: In most of the world the ratio of unemployed or under employed persons is very large. For increasing employment and reducing under employment proper investment in human capital is required which is visibly lacking in LDC's. The govt. of Pakistan has taken a number of steps for increasing employment opportunities in the country such as establish ment of SME Bank for the promotion of self employment at the grass root level, encouraging domestic and foreign investment for increasing employment opening of technical and vocational training centers etc. tc. (viii)No manpower planning: Due to non availability of reliable data there is little manpower planning in less developed countries of the world including of course Pakistan. As a result thereof, there is no matching of demand and supply of different types of skills. The result is that large number of skilled and highly qualified persons remain underemployed. The frustration and discontentment among the unemployed or underemployed graduate and post graduates result in brain drain from the country. It is a huge loss to resources of developing countries. ix) Neglect of agriculture education: In LDC's where agriculture is the major sector of the economy. , very little attention is paid for educating the farmers to the use of modern agricultural practices. Unless the farmers are p rovided agricultural education and training on the fields, they will not be able to raise the agricultural the outlook of the farmers. 6. IMPORTANCE OF HUMAN CAPITAL ON SOCIAL AND ECONOMIC DEVELOPMENTP: In today's world production of goods and services on large scale are knowledge intensive.Knowledge can be imported and increased by making investment in education and provision of better health services to man. which is called investment in Man' or Human Capital Formation. The modern economists are of the view that a dollar invested on education bring a greater increase in national income than a dollar spent on dams, roads, bridges or other tangible capital goods. In the words of Professor, Galbraith, we now get the larger part of our industrial growth not from more capital investment but from investment in men and improvement brought about by improved men. ‘ The importance of human capital on economic and social development is now disused in brief. (i) Human Capital as a creat ive and productive resource: In all the developing countries of the world physical capital is invested in the construction of roads, dams, light and heavy industries, schools, hospitals etc. For proper investment and operation of these projects at low cost, you need the services of technicians, engineers, administrators, etc. If priority is not given to human investment and adequate resources are not invested in a man, the physical capital cannot be properly used.It will remain unutilized, underutilized, and misutilized. (ii) Rise in Marginal Efficiency of Capital: Human capital is now regarded as the most potent source of economic growth. It is a way of increasing output by increasing not the quantity of lab our but its quality. Investment in human capital improves the skills of work force and helps in raising marginal efficiency of capital. (iii) Utilization of foreign loans: The advanced countries of the world are assisting the developing countries by providing them grants, loans food supplies and technical expertise etc.The better education, the provision of knowledge, skills, expertise helps in proper utilization of foreign loans. (iv) Utilization of surplus manpower: The underdeveloped countries in general have abundance unskilled and untrained manpower. There is widespread under-employment and disguised unemployment in the urban and rural areas. The investment in right type of education, training, skill, health and nutrition sound manpower planning, on the job training programs etc. can go a long way in absorbing the surplus labor force and developing job opportunities. v) Effect on Health and Nutrition: Human capital formation also calls for investment in health and nutrition. If is a common knowledge that poverty, ill health, illiteracy and low productivity constitutes a vicious circle of poverty. If proper investment is made in health, nutrition drinking water etc. there will be improvement in the health of the people. There will be a desire of the p eople to work and increase production. The improvement in health status of the people thus helps in reducing population growth raising income and higher economic growth in the country. (vi) Social Change:Investment in human capital makes a positive contribution towards improving and brining fast changes in the economic and social life of the people of developing countries. Investment in human capital raises the general living standard of the people in less developed countries, it improves the quality of population i. e.. health and nutrition, literacy, skill, knowledge, desire to work. The surplus manpower is better mobilized and utilized for economic development. There is also a change in social climate of the people. The rate of social mobility increases. There is increased urbanization and industrialization.

One-fourth of employees view their jobs as the number one stressor in their lives. Three-fourths of employees believe the worker has more on-the-job stress than a generation ago. Evidence also suggests that stress is the major cause of turnover in organizations (Scheier, 1985, 65). Health and Healthcare Utilization Problems at work are more strongly associated with health complaints than are any other life stressor-more so than even financial problems or family problems. Many studies suggest that psychologically demanding jobs that allow employees little control over the work process increase the risk of cardiovascular disease. On the basis of research by the National Institute for Occupational Safety and Health and many other organizations, it is widely believed that job stress increases the risk for development of back and upper-extremity musculoskeletal disorders. High levels of stress are associated with substantial increases in health service utilization. Workers who report experiencing stress at work also show excessive health care utilization. In a 1998 study of 46,000 workers, health care costs were nearly 50% greater for workers reporting high levels of stress in comparison to low risk workers. The increment rose to nearly 150%, an increase of more than $1,700 per person annually, for workers reporting high levels of both stress and depression. Additionally, periods of disability due to job stress tend to be much longer than disability periods for other occupational injuries and illnesses (Schwartz, 1993, 58). However, no change was noted in the period 1995–2000 (data not collected in 1990) in the percentage of workers reporting sufficient time to complete tasks. In order to cross-validate the model, data from the original study of managerial women were used, and these included data from the first three assessments of a 2-year longitudinal study. In the original article (B. C. Long et al., 1992, 165), a conceptual model of stress and coping was tested and developed that was based on data from the first three assessments (Time 1 to Time 3) of 11 assessments completed over 2 years. Status, Sex Role Attitudes, and Agentic Traits were assessed at Time 1; Appraisals, Disengagement and Engagement Coping, Work Environment, and Daily Hassles were assessed at Time 2; and Distress and Satisfaction were assessed at Time 3. Occupational Stress is the harmful physical and emotional response that occurs when there is a poor match between job demands and the capabilities, resources, or needs of the worker. Stress-related disorders encompass a broad array of conditions, including psychological disorders (e.g., depression, anxiety, post-traumatic stress disorder) and other types of emotional strain (e.g., dissatisfaction, fatigue, tension, etc.), maladaptive behaviours (e.g., aggression, substance abuse), and cognitive impairment (e.g., concentration and memory problems). In turn, these conditions may lead to poor work performance or even injury. Job stress is also associated with various biological reactions that may lead ultimately to compromised health, such as cardiovascular disease (Rosenfield, 1989, 5). Prevalence Stress is a prevalent and costly problem in todays workplace. About one-third of workers report high levels of stress. One-fourth of employees view their jobs as the number one stressor in their lives. Three-fourths of employees believe the worker has more on-the-job stress than a generation ago. Evidence also suggests that stress is the major cause of turnover in organizations (Scheier, 1985, 65). Health and Healthcare Utilization Problems at work are more strongly associated with health complaints than are any other life stressor-more so than even financial problems or family problems. Many studies suggest that psychologically demanding jobs that allow employees little control over the work process increase the risk of cardiovascular disease. On the basis of research by the National Institute for Occupational Safety and Health and many other organizations, it is widely believed that job stress increases the risk for development of back and upper-extremity musculoskeletal disorders. High levels of stress are associated with substantial increases in health service utilization. Workers who report experiencing stress at work also show excessive health care utilization. In a 1998 study of 46,000 workers, health care costs were nearly 50% greater for workers reporting high levels of stress in comparison to low risk workers. The increment rose to nearly 150%, an increase of more than $1,700 per person annually, for workers reporting high levels of both stress and depression. Additionally, periods of disability due to job stress tend to be much longer than disability periods for other occupational injuries and illnesses (Schwartz, 1993, 58). Causes of Occupational Stress Job stress results from the interaction of the worker and the conditions of work. Views differ on the importance of worker characteristics versus working conditions as the primary cause of job stress. The differing viewpoints suggest different ways to prevent stress at work. According to one school of thought, differences in individual characteristics such as personality and coping style are most important in predicting whether certain job conditions will result in stress-in other words, what is stressful for one person may not be a problem for someone else. The clerical workers volunteered in response to written requests for participants that I circulated in the media and by networking. The notices were directed to full-time female clerical workers and indicated that the purpose of the study was to investigate how clerical workers experienced Occupational Stress. No incentives were offered other than a final summary report. à Ã… ¾f the 284 respondents who made contact by telephone, 273 met the criteria for inclusion (i.e., they were employed in a clerical position, worked more than 20 hours per week, and did not supervise others). à Ã… ¾f the 273 clerical workers who met the criteria and were distributed questionnaires at Time 1, 39 withdrew from the study because of lack of time to participate, 7 no longer met our criteria because of promotion, unemployment, or leave o f absence from work (e.g., due to accident or illness), and 4 moved. The overall dropout rate was 18%. Dropout analyses were conducted on the demographic variables measured at Time 1. No differences were found between the retained (n = 223) and dropout (n = 50) respondents. Chi-square analyses of the demographic variables (marital status, education, number of children, job level, and size of the company) were not significant. Because 9 participants identified a personal rather than a work stressor, their data were omitted from the model testing. All respondents were self-identified clerical workers. Job classifications included clerks (25%), secretaries–stenographers (23%), administrative assistants (34%), and others (18%). The mean age was 39.77 years (SD = 9.46, range = 22–63 years). Fifty-three percent of the clerical workers were married, 22% were single, and 25% were divorced, separated, or widowed. Fifty-three percent were parents. Twenty-four percent had a high school education or less, 42% had special training (e.g., secretarial, clerical), 17% had a college education (2 years postsecondary), and 13% had a university degree. Household incomes ranged from less than $25,000 (British) per year (23.4%) to over $61,000 (British) per year (27.5%). The major industries represented were education (31%), service (35%), utilities and public administration (12%), manufacturing and transportation (10%), and other (8%).
